The Wall Question Follows the Calendar
Utah prohibited new unreinforced masonry construction from the 1970s. So whether the masonry on your house is holding it up is a question about the build year, not the neighbourhood.
That produces a map people do not expect. The Avenues and Ogden have the same question; Draper and Lehi mostly do not. The rules are on our page covering the brick and the exemption.
The Exemption Follows the County
The 45 per cent residential exemption is statewide, and it is administered by each county assessor. Practice on declarations differs: the statute allows 90 days from the letter's date, and some counties will remove the exemption if the form is not returned within 30 days of notice.
So the rule is the same everywhere and the deadline you actually face is your county's.
